From 2007-2016 Frankfort stopped making its requested contribution to the Teacher’s Retirement System in Kentucky. A pension plan that was funded at 90% in 2004 soon deteriorated to 56% funding in 2017. Now that the Teacher’s Retirement System is under pressure, the Governor’s Consultant is recommending that Kentucky’s Retired Teachers to bail Frankfort out by accepting draconian cuts to their pension benefits.
